Ted Flanigan served as the Director of Energy Efficiency for Los Angeles Department of Water and Power in the late 1990s. In this capacity, he designed a portfolio of 16 programs to serve the utilities’ million residential customers, 180,000 business customers including 2,000 school sites, three refineries, and 21 colleges. The City also provided energy services to Los Angeles City departments, including the port of Los Angles and three airports.

Today, EcoMotion’s mantra is “Efficiency First!” It is usually the least-cost and most widely beneficial step for cities, utilities, corporations, and campuses. Getting one’s house in order is inarguable and often invisible. Currently, EcoMotion is working on a comprehensive campus efficiency assessment in New York.
